Impact on democracy at the state level

As of January 2008, we've analyzed ten states, district by district, to determine the problems caused by the Census Bureau's method of counting people in prison:

• Arizona
• Idaho
• Montana
• Nevada
• New Hampshire
• New York
• Ohio
• South Dakota
• Texas
• Virginia
• Wisconsin

Research in other states is ongoing. While full district analyses are not yet available, we have written about the flow of prisoners from urban to rural areas in six additional states:

• California
• Illinois
• Maryland
• Michigan
• New Jersey
• Pennsylvania

We've also produced some materials that explain how redistricting works and why counting less than 1% of the U.S. population in the wrong place has such a significant effect.
