Question presented:

The 2010 U.S. Census will be counting incarcerated people as residents of the facilities, and we are getting questions about the impact this will have on redistricting after this Census. We know about all of the correctional facilities that existed in 2000, but we need to know about new facilities, particularly the larger ones. Most important will be to discover new, very large prisons or greatly-expanded old prisons in areas that did not previously have a large prison.(Given how infrequently large prisons close, we need not manually go looking for that data at this time.)

How many new large prisons have been built over the last decade? Where are they, how big are they, and who operates them?

Answer:

This memo catalogs over 110 prisons that have been 1) newly opened and accommodate 500 prisoners or more, or, 2) renovated to increase the inmate population by more than 500, since the 2000 census.

I included federal facilities; state facilities; federal immigration facilities; and several jails assumed to be local jails. Note that I included all immigration detention facilities, regardless of capacity or date opened; in many cases that information was unavailable. Some facilities only provided PO Box addresses, so, for time reasons, I assumed (and marked as such) that the prison was located in the same county as the PO Box.
