Caroline County, Virginia

According to the 2000 Census, Caroline County, Virginia has a population of 22,121 people. Of those, 13,842 (63%) are White, 7,604 (34%) are Black, and 295 (1%) are Latino[1]. However, 431 (or 2% of the 22,121 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Caroline County a population of 21,690 with a demographic that is 63% White, 33% Black, and 1% Latino.
