Hartley County, Texas

According to the 2000 Census, Hartley County, Texas has a population of 5,537 people. Of those, 4,489 (81%) are White, 451 (8%) are Black, and 758 (14%) are Latino[1]. However, 1,344 (or 24% of the 5,537 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Hartley County a population of 4,193 with a demographic that is 95% White, 0% Black, and 7% Latino.
