According to the 2000 Census, Carroll County, Mississippi has a population of 10,769 people. Of those, 6,749 (63%) are White, 3,942 (37%) are Black, and 79 (1%) are Latino[1]. However, 302 (or 3% of the 10,769 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Carroll County a population of 10,467 with a demographic that is 64% White, 35% Black, and 1% Latino.
