According to the 2000 Census, Boyd County, Kentucky has a population of 49,752 people. Of those, 47,747 (96%) are White, 1,267 (3%) are Black, and 558 (1%) are Latino[1]. However, 1,517 (or 3% of the 49,752 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Boyd County a population of 48,235 with a demographic that is 97% White, 1% Black, and 1% Latino.
