Norton County, Kansas
According to the 2000 Census, Norton County, Kansas has a population of 5,953 people. Of those, 5,557 (93%) are White, 241 (4%) are Black, and 141 (2%) are Latino[1]. However, 694 (or 12% of the 5,953 people) are not residents by choice but are people in prison.
Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.
A more accurate description would not include the prisoners. This would give Norton County a population of 5,259 with a demographic that is 98% White, 0% Black, and 1% Latino.
