Union County, Florida

According to the 2000 Census, Union County, Florida has a population of 13,442 people. Of those, 9,896 (74%) are White, 3,070 (23%) are Black, and 477 (4%) are Latino[1]. However, 4,061 (or 30% of the 13,442 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Union County a population of 9,381 with a demographic that is 84% White, 14% Black, and 2% Latino.
